Q: Can I use copyrighted samples in my submission? A: No! Your submission must be made of the tracks provided and/or material for which you own the copyright or a license to use (such as a sample pack that you purchased and have a license for).
The Jean Marc Boel entry seems to violate this IMO. Even tho it is "live", now that it's recorded it seems to me it is a "sample" or collection of same and goes beyond the musical stems provided time-wise giving them an unfair advantage. My interpretation of the rules is like, the provided stems which are about 14 1/2 minutes are a "gift" that you now own the copyright to(insofar as the contest), and can use anyway you see fit(in the contest-not in some other composition you might claim later). The end part they included in their version is past that point so to me, it is a "sample" they have no license to use. The entry has climbed to number 86 tho.
