As far as I can tell, this is some kind of altered sample, which maybe came from a guitar originally. Every time I've seen Mike play it, it has been from a guitar with a synth pickup attached.
It sounds a little bit like a guitar going through heavy compression, with the high frequencies rolled off, but I can't personally make that sound by just doing that (although it's possible to get something close). Maybe the right type of guitar would get a closer sound.
