Hey! I've never thought about that! Except Conflict is much faster and in 9/8.
But it's mostly the opening section, isn't it? And the opening section of Incancations employs the same technique.

I think that the chord progression is quite common, and I also think it's been used many, many times, before either Kraftwerk or "Conflict". If I get 'round to just one earlier example, I shall surely post it here. :)
