Ahh this has been asked before,

its basically double speed mandolin, with a fancy name...

i think it was hiawatha that said there may be a link between mandolins being played in venice and the "venitian effect"

I always thought it was a DSP hard limiting a sound effect, like 'venetian blinds' to simulate the kind of sound that a mandolin produces, but Korgscrew has corrected me on this. :)
