I bought "Tres Lunas" last year and have had no troubles with it until now...

I recently re-installed it on my computer. The demo ran okay and the installation process went smoothly. But every time I go to "start game" it asks me to enter my registration key and then a message crops up saying "Network Connection Failed - Please try again later".

What does this mean? How do I fix it?

The registration key you entered is supposed to be verified via internet connection to the registration server. However, this server seems to be down due to the Oldfields' overhaul of their website for Maestro. They hope to have it back up in March for the launch of Maestro.
Yes, sorry, I'm afraid that's not very good news for you :-(
